Strengthening shoulders on highway.
Jake Rempel at his home eight miles east of Poplar Point assists theree employees of the Public Works Department fill sand bags to strengthen the dike near his home. Mr. Remple, on the left, said that strengthening of the highway shoulders as a secondary dike would mean that houses such as his, between the highway and the present dike, would be inundated in the case of the first dike giving way.
